You can build all the muscle in the world it won't get rid of that fat. Its the way your body is storing fat.
So maybe try creating a small calorie deficit and just keep doing what you are doing.
It takes time.
Why:
A - you are over-weight or
B - that's how you are made
I haven't ever heard about a woman getting rid of it.
The good news:
somewhere out there - there is someone who doesn't mind.
Drink lots of water and do some more cardio next to the lifting! Go for walks or even better- run a couple times a week in addition to going to the gym

It might be because of your genetics. Cellulite is due to the way fat is stored in your body if I remember well.
