She looks skinny to me.

Her arms lack some muscles mass and she should perhaps workout a little to give them a tiny bit more volume.

However, her elongated face match the thin body but she does need a few pounds. However, it could also be the pose she takes that makes her look too thin. The arched back definitely gives the impression that she is too skinny.

The girl in the first pic is unhealthy but not all bigger girls are her. Ashley Graham for example is big, healthy and was on the cover of SI so there are diffrent types of attractive.
