I noticed my arms getting darker because of the sun I endure while I exercise outdoor 5 times a week but my neck took me by surprise.

generally, it takes 7~10 days if you keep out fo the sun. if you keep running then who knows.
but! there are ways to lighten the skin or remove the thin darker outer layer (you can google them easily). however, it will not fix any skin damage or lower chances for cancer from the exposure.
A light sunburn (like you seem to have in the pictures) usually takes 2-3 days to return to normal skin color. A deeper burn can take a week or more, depending on how light or dark the skin is normally, and how bad the burn is.
Make an appointment with your doctor I would recommend putting creams you could be allergic to the ingredients. I got sunburn and it made a rash on my skin. I advice you go talk to a specialist and have them take a look.

Looks like sun poisoning.
Looks horrible in person. I was shocked when I saw it. Something like this has never happened to me in all my life.
I had that all over my back once from sun burn. Little tiny fluid filled blisters everywhere. It’s was awful.
That’s probably a sunburn it’ll go away
Does that mean I can't go outside for my daily exercise routine in the sun lest it stays that color?
