Is the ratio of upper body (head to waist) and lower body (waist to foot) same for all human beings despite what their height is?

I mean if a person is taller then normal people, his waist will also be at a higher height then normal people and so would be his head, the same goes for other people with different heights, so will the ratios be usually same?

yes. for example, your forearm is about the same length as your foot. a taller person will have longer forearms and also bigger feet, whereas it would be the opposite for a shorter person.

Only time the ratios are different is for little children, and possibly if youve had some accidents/have a disorder that effects your bone length or perceived length.

In general yes, there are proportions that are generally respected by each body. Obviously there are exceptions, like people with extremely long legs and short torso or extremely long torso and short legs but in general the increment or decrement of size is proportional.
But in general there’s a discriminant, women and men have different body proportions, men have a more prominent torso and women have a predominant lower body with longer legs (in general).
