Some are, bi-polar is the only one that comes to mind where it will run through families, but you don't know until puberty or a mid-life crisis.
Otherwise all that comes to mind are neurological problems, and most of the ones we've identified as being genetic you can figure out before having kids, or at the very least before they're born.
If you're just talking about being retarded or something, last I read up on it, we still don't know what parts of our DNA, or if that is the defining component, that controls our ability to learn for better or worse.

Some have genetic components. There is also an age related theory - the older the parents the more chance of genetic abnormalities, including some mental illnesses like schizophrenia. I don't know where current science is on that one. I don't know if it's been proven or disproven.
Environment plays a role. Drugs play a role.
Not all of them are genetic, but you are predisposed to them. Bipolar disorder & schizophrenia run in my family on my mom's side, whereas cancer & epilepsy run on my dad's side. But that doesn't guarantee that anyone will "get" it
They very well could be as some families have the same kind of things going on with each generation, even skipping a generation and they appearing again.

Some of them are. They can happen due to genetics and epi-genetics from your parents, or they can happen due to a mutation, or they can just happen because you got exposed to chemicals or hit int he head, or they can just happen because you're learned bad habits become self-reciprocating.

It doesn’t mean you will have it if your parents do, but you are more prone to those illnesses. Another factor that causes mental illness is drugs. Bad diet can severely effect your mental health.
