For sure most girls that dont go to the gym or new to the gym the answer is less than 20. Very few I see curling with 25 or more for reps. I do 25lbs dumbbells for 10 to 12 reps strict form. I know I am stronger then the average women and as strong as men new to working out. I have been working out in the gym over 1 year and 2 years prior to Covid 4 to 5 times a week. I can curl a 35 pounder for a few good reps.
