Two outcomes. If they fight back when he first encounters him during secret wars. Then no. Peter Parker was the first to bond with Venom, and that still imprinted on the symbiote.
Also, if he were to bond with him now for some reason and they fought, it would probably be neither, because Venom has kind of gone from anti-hero to enemy to actual hero in the current timeline with a reformed Eddie Brock.

If he had encountered him during Venom's evil phase, then it would have been at least more probable. Peter has a strong will, which could mean he can restrain Venom, but Venom is not without reason called "Lethal Protector"

You can clearly see the difference when you look at scream or carnage and see why the first symbiosis was is that important.
