The rings are the symbols of the neverending bond, a circle which is infinite. It is a beautiful and romantic concept (even if it isn't taken seriously enough by many; and for others, they change over time and it does legitimately become increasingly difficult to grow together, instead of apart.)
The diamond ring is a bit something else. It's the gift to the woman, something symbolic, pledging your love, but also something gorgeous, sparkly, and valuable monetarily. But the marriage, and relationship, should not be about the ring. It is, however, a symbol of the man's commitment, and love, for this woman. It's something she's maybe always wanted, and he gives it to her to make her happy. (Men don't care about jewellery for themselves, typically, so it can't be compared. It's like him getting a new sports car, for example. He marvels at the design.)
My advice is to get her a ring, but not a diamond. Just a ring of some sort, that she, specifically, would think is beautiful, that suits her style. A proposal without the ring might feel like it's missing something. But even a couple hundred dollar ring can become symbolic of your love for her. The mistake people make is having expensive rings and weddings and maybe even a new car and house when they get married. Then reality hits and they find themselves in the financial dung heap. That causes friction and arguments about spending and the stresses of maybe having to go deep into debt or filing for bankruptcy looms over their relationship. Then divorce raises it's deadly head. So, to answer the question, I wouldn't expect him to afford a big fancy ring, nor would I want one. You always have to worry about losing a stone or it getting damaged at work. A simple gold wedding ring would suffice for me.

Money and solid financial stability is Super important when it comes to building a family. Instead he should speak to his future wife and be like hey, instead of me buying you a $30,000 ring and having a $70,000 wedding ceremony, let's just dump all of this money into a down payment on a house, where we can make a baby? Do you see what I'm say here.

For me, yes I would if I really love the guy.
But, there's a but to this. It would make me feel special if there's a ring. It doesn't mean that we're materialistic and we value the diamonds in the ring or the price of ring. It is a symbolism for us that the guy had put an effort to obtain the ring, that he is in love with the girl and that he is ready to get married.
Proposing to a girl without a ring is just a manifestation that you're not ready for her. It doesn't need to be an expensive ring that you can afford, it can be a simple ring that reminds her of you and the fruit of your effort.
I thing a ring that you've put an effort to obtain is more special and more romantic for a girl than without a ring or a ring which is a expensive but without a sentimental value. She will value it more knowing that worked hard for it.

You don't need to be rich, but at least to be able to buy food and basic necessaties and pay some bills and have some kind of inssurance...

I didn't say he had to make more than me, just that he had to be able to keep up with me AFTER I put back as much as I do... If he can't even afford a ring, he can't keep up with me while only spending 85% of my income... If I'm making 16% less than he would be, and I'm putting back 15% of my disposable income... So if he can't even keep up with 70% of me... That isn't lifting him up, it's him not being in the same league as me.
