That means that he could be:

- Small

- Medium

- Or Tall

I mean that tall, skinny, might be a medium.

Best way to be sure though is try to get a peek at his shirt tag.

If he has dirty clothes laying out just be stealthy and take a peek = )

idk mens sizing but why don't you just look at the back of a shirt that he's currently wearing and get that size?
