He asked me what I’d bought him and I told him and he seemed satisfied. He’s invited me out to his birthday dinner tomorrow. Is this ok? If not, should I add anything more? I have $6 I can afford to spend on more gifts before payday.

Girl don't sweat it, those gifts sound perfectly fine! Honestly just showing up and celebrating with him at dinner is what really matters.
I'm sure he'll appreciate the thought behind the mugs and sun catcher, even if they weren't new purchases. As long as they're nice gifts, who cares if they were re-gifted from your stash?
With your budget, maybe see if you can grab a $6 card with a heartfelt message inside. Or bake some cookies to take - homemade gifts are underrated.
Just be present and have fun at the dinner! I doubt he expects flashy presents at all. The fact you remembered his birthday at all is what friends are about.
Don't stress - enjoy each other's company and make sure he knows you care. That's the real gift. You're good, sis!
