What makes a guy say "she's different/special from any other girl"

It's a good thing. Many women out there disgust men with their personalities. One thing big amongst women nowadays that men can tell you is that women these days are very self-entitled. Many women insist guys pay for all their dates, want random gifts, compliments, etc but do absolutely nothing for the guy herself. Many guys will tell you that some are even cynical enough to think that them just sitting at a table talking to them is privilege.

So by the time they meet a girl who has any consideration to even ask them how they're feeling it's way different for them because she actually is caring about someone else. So it's like "Wow... this girl's different."

She is not full of herself. A lot of women I have gone out with before give the vibe that I am just an option and that I should appreciate her just because she gave me a chance. It's off putting for me since I have been in a 2 and half year relationship in the past where the girl never once made me feel like I was just one of many options she has.

meant as a compliment,usually just a sign he doesn't spend much time around girls so he thinks of them through negative stereotypes and when he meets a girl and likes her he says ''she's not like all the other girls''. TA-DAH!
