I'm 20 but look 12. Do I need to try to look older to attract a decent man? How can I look older? Is it enough just to tell a guy how old I am?

I am almost 20 years old, but I look a lot younger. When I haven't gone to any trouble with my appearance, I look about 12 years old. When I do my hair nicely and leave it out, wear a light amount of natural-looking make-up and wear nicer clothes, I look 14-16 years old. I always dress modestly because I highly value modesty, even though I know I could look older if I compromised on this. Should I try harder to make myself look older so that decent men (aka not pedophiles and adolescents) will be interested in me? How can I do this, considering my allergies to normal make-up and my commitment to modesty?

The other day I was at a store to pay a fee. The man behind the counter, who looked about my age (20), asked me to get my mum to come pay the fee. I said that it was my account (you have to be 18+ to have an account there). He looked apologetic and I said, "don't worry, I know I look young for my age." After that, while he continued serving me, he kept staring at me and looking dreamy and rather distracted. He also made a few errors because he was so distracted.
Question: was he distracted because he was trying to figure out how I could be that old? Or was he distracted because, now that he knew my age, he allowed himself to consider me as a woman? Honestly, I thought the look on his face resembled that of guys in the past who have ended up asking me out. But I don't want to read too much into it. Anyway, that incident got me wondering if more men would be interested in me if they just knew my age, even if my appearance wasn't older?

It has been my misfortune so far that most guys interested in me have been too young for me, and the older guys I'm interested in rarely seem to notice me.

I know that I look 12 because I've been told so hundreds of times.
It usually goes like this:
"How old are you?"
"19."
"Oh my god, I thought you were twelve or something!"

OR

"How old are you?"
"How old do you think I am?"
"12?"

My job is as a nanny and babysitter... So all that does is make me look like a mother who is already taken, or at least burdened down with having kids at a young age!
