Depends on country, ethnic background, genetics.. But as a rule of thumb all you have to know is this, a penis size is both measured by length and girth, length see's more media attention but it is in fact the girth which is most important. however below are the measurements for length only:
Anything below 3 inches (erect) is considered a micro-penis.
3 to 5.4 inches (erect) is considered below average.
5.5 to 6.3 inches (erect) is considered average.
6.4+ inches (erect) is considered above average.
Now they're adult measurements, my dick is around 6.0 inches and i'm 18 years old, i would assume 16 year old dicks would be slightly smaller, which isn't a problem as a penis doesn't stop growing until the age of 21.

I am pretty sure there hasn't been any studies done on 16 year olds and their penis sizes and what's average so normally could really tell you the exact number since they don't start testing until 21 because thats when the growing normally stops.

This isn't true, the cells within the penis don't stop dividing (growing) until the age of 21, although this rate begins to slow from around 15/16 onward, you do not keep the same size from the age of 14.
