This happens to me too.. and I know that most of the time, judging by their facial expressions and non-verbal cues (body language) that if it's a guy then I guess he can't help but stare haha or he's just being weird because of something totally unrelated to me (ex:he's having a bad day or that's his personality). If it's a girl, then she's either jealous, is checking me out because she likes my outfit, or (as seen in guys too) she's just being weird because of something totally unrelated to me (ex:she's having a bad day or that's her personality).
From a girls perspective, I know many girls like to stare and make comments to their friends because they like the view or they're talking about what a guy is wearing etc. and I'm sure the same applies for guys too.
For your specific situation, you'd have to think about it within context to every instance where this has happened. So you'd need more detail about the situation to know.

Yeah sometimes it happens to me. Who really gives a fuck to be honest, if you really are attractive and they're acting differently around you, you probably already know the answer (or at least can narrow it down to a very low number of possibilities)
It happens to me, and I find it lonly sometimes when I just want to be friendly and chill. It also gets annoying that many girls treat me like I must be a player when I'm so not.
