Why does this particular guy want my attention?

He stares at me frequently during class. Sometimes he looks away or pretends he was looking elsewhere. Sometimes we make eye contact.
He makes up rumors about us and I heard him talk about me to his friend once.
Once the teacher called out names for groups and he thought she called his and my name and he almost like stood up and looked back towards me.

Why does he want my attention?
