I actually had to learn about it in my intro to sex pyschology class.

On a basic level, there are hormonal treatments (aka mainly testosterone). This aids muscular growth, hair growth etc.. Most people just have this because it is relatively inexpensive and isn't a permanent thing.

On the pricier side, they essentially surgically attach a fake penis. There may be a bit nerves that are rerouted for pleasure purposes too, but I can't be certain on that.
There are two models that I know of.
-- the cheaper model, which is basically a permanently semi rigid "penis" that just kind of bends. That way you can make pants more comfortable, have sex, etc.

-- the "deluxe penis" model, which is more like a real penis, but with water instead of blood. There is a sort of pump that puts water in the penis to make it rigid, or takes it out for a flaccid penis.

Don't quote me on any of this stuff, but that's what I remember from the class
