It does have to do with your boobs and how noticable they are. Your mom probably does not notice your sis's nipples so she does not say anything. Or your sister might be a teen and your mom does not want to push it.
Honestly it depends if someone is going to notice and she seems like she does not care then yeah it looks trashy or she is lazy.
When it is a meduim girl it could go either way. If she looks sportsy or is doing a sports thing then she is being comfortable. If a guy can tell then she probably looks slutty or trashy.

I was on a trip with a mixed group and I noticed that at night before bed. a lot of the girls were not wearing bras in their PJs. For that I thought comfort. However for several even though they were bedding down it looked bad on them. Not like they did it to look slutty but still they looked like they should be wearing a bra. Having your boobs flop around just looks weird when one is doing the complete opposite of the other. Some still had bras on and a few looked like they did not need them. Another day I asked a few of the girls about it and some said that they needed the bra for support, comfort. A few of the others said that they hated wearing a bra and they take it off as soon as they could.
Long story short it rarely looks good when a girl goes bra less. If noticed they loose some of thier class. Though there are just cloth sports bras that many girls just wear. I'm not saying all non bras are bad and all bras are good. I guess it just looks better cause you know that girl is taking care of her looks when she wears a bra.
So good for you that your continuing to wear your bra. Your a lot classier than your sister girl.
To each own. It is one thing to go naked and another to just go bra-less, but of course with a shirt on. There are some guy that go without underwear, particularly in the summer, hot weather, because it feels better. I can think for women, the same. However, rule of thumb for both women and men, as long as they can't see his or her private parts, then no problem.
I think it does make a difference depending on size, I occasionally go braless with certain tops and dresses that they'll be seen if I wore one and get a lot more leers. An A cup just isn't as obvious as a D when you do go without
