My daughter weighs 115 pounds and is 5'3. I'm not 22, I'm actually 35 but there was an error while creating this account, and now I can't change it.

You're 22? How is it even possible for you to have a 13 year old child? Weird...
But assuming the age it says is incorrect, yeah, that sounds ridiculously big for her age and since she isn't done growing yet, she's going to have a miserable time by the time she has, but that's what her body is doing and there's no way to help it, really. She may need a breast reduction surgery later in life to take away some of the strain to her back and shoulders, but that won't be for awhile.

Coming from a 15 y. o who was a 28 D at 13, it’s completely normal. Due to the small waist size the cup may need to be bigger to support them.

A D is a a 4in difference between your bust and ribcage example me 31-27=4 the 32 part is your ribcage + 4 If it's and even number and 5 if odd. Example 27 Is an odd number so add 5 27+5=32. Believe me, there really isn’t anything big about a 32D in the first place. Remember, the smaller the back, the smaller the cup

Uh? I dunno does she like it or hate it? If she liked them being big she would be lucky, no? But if she didn't she'd be unlucky, no? Although for your actual question. I can't answer, as I don't know. But well statistically I guess it's above average in a lot of countries except a few countries like an example my country were D Cup is the Average or something close to that. I don't remember.
