Why is water more expensive than wine in Europe?

at least in germany it is legislated by law that water must be the cheapest drink you can get. in reality it's often as expensive as a beer. i think they do it, cause most restaurants don't actually make profit of the food. they profit most of the drinks you order. that's also why there's no free refill here.

I don't know where it is in Europe that you've been but where I live and where else in Europe I've visited, wine is always much more expensive than water. If you go to a restaurant, they're not even allowed to charge you for tap water.

Where is water more expensive than wine? Bottled water, glass of water at a restaurant or the water bill for tap water? None of those are more expensive than the same amount of wine.

I clean some goods' prices to find it and a french insist to drink these kind of water.
