By far, being kicked in the balls is more painful. Women who have their cervix hit by a penis during sex sometimes feel real pain. Balls are the equivalent of ovaries hanging out front of the body. Imagine what it would be like to have your ovaries on the surface, and kicked.

A somewhat light tap on the balls with 2 fingers is enough to be painful already or at least discomforting. Boobs are not that sensitive.
