By far, being kicked in the balls is more painful. Women who have their cervix hit by a penis during sex sometimes feel real pain. Balls are the equivalent of ovaries hanging out front of the body. Imagine what it would be like to have your ovaries on the surface, and kicked.

Kicked in the balls. I talk about it with my sister as she claimed it was as painful to be punched in the boobs. A somewhat light tap on the balls with 2 fingers is enough to be painful already or at least discomforting. Boobs are not that sensitive. Besides, a hard kick in the balls will make your whole abdomen hurt, it will cut your breath, it will make you drop on the floor and make you want to vomit.
