The distance to water surface is larger so it sounds louder. If you sit down (believe it or not I did try it after you asked), it is silent. But, it does require you take your pants down, which men don't usually have to do, just unzipping is enough.
(and yes, if you pee standing up - it is unavoidable droplets splash all around even if you hit the target)

We are standing up and if it’s into the toilet the pee has to have enough force to aim and hit the water as opposed to the edge or floor. So when it hits the water it makes a sound. Also we are not sitting down so the sound is free to travel and not blocked by our body.

It varies a lot.

When a guys stands and aims at the water it can be really loud when the pee stream is highly focused and at high velocity, so it penetrates deep into the water with high impact. The higher the speed, the larger the cavity of air in the water, and the lower frequency of the sound. A really low-pitch sound from the bubbles of air in the water cries 'alpha-male' because he is probably tall and probably fit (has strong pelvic floor muscles)
When a guy stands and aims at the porcelain, it is much quieter because the porcelain has high mass and doesn't vibrate and there isn't any hollow cavity effect like their is in water to resonate any frequencies of sound, so it's heaps quieter.
When a guy sits, he's going to be aiming forwards at the porcelain, and on top of this, his but muffles any sound in the bowl, so in this case it can be extra quiet.

Girls noisiness also varies heaps.
Girls' urethras can aim in a variety of directions, and some pee into the water, and some forwards, some backwards onto the porcelain making less noise.
Some girls pee with a gentle pee stream and have lips that gently direct the pee to fall, and this is a quiet way to pee into the water.
Some girls pee at a very high flow rate, and with their lips out of the way (either naturally or by using the spread-lip technique) they make a neat and tidy stream like a guy, but more powerful, and can make a super loud splash noises in the water that sounds just like a guy standing to pee.
On the other hand, girls with powerful streams and closed lips can end up making all manner of unique noises from pee landing in a thousand places, from impact noises between the urine stream and the lips giving it a hissy sound as the pee leaves the pussy, and also different qualities of hissy sound from different shapes of pussy with different shapes of air pockets inside the pussy with different resonant frequencies (like holding your ear up to a large sea shell also changes what frequencies you hear more loudly). So to answer your question, it varies a lot within men, and it varies a lot within women, so I don't think you can say that either men or women are any louder.

It's a matter of physics. When the bladder begins to empty, there is a great deal of pressure to expel the urine through the penis. Most men aim for the middle of the water, and the sound is loud. As the bladder empties, the pee stream loses pressure and the sound lessens.
