Let's start at 8. She really needs medium-length hair to frame her face well, and not those little formal spitcurls in the pic. That gets you to nearly 9. Sand down those talons of hers and I could see 9 to 9.5.

I would say a 9 definitely in my opinion.
Without the long nails, definitely 9.5.
But, why not a 10, you might ask? Because no one is a 10. The highest number I ever give is 9.5.

  That's what I'm basing it on of what I saw... your mom is 40, not 25 anymore, so she lost her beauty a bit nevertheless your mom is a very nice looking woma. I can tell regardless of her make up or no make up.
