Yes-ish. I think that some plants net add nitrogen to the soil. But don't think they "make" nitrogen in any sense, but rather get it from the air and release it into the ground.

Supposedly that's why white clover is so good for lawns.

Plants that have a symbiotic relationship with particular types of bacteria can host those bacterial that fix nitrogen gas in the soil and make it biologically available to other plants.

I guess to clarify, it’s not a creation of nitrogen. Nitrogen makes up 72% of the atmosphere in the form of N2, but the biological process to extract it is energy expensive. Rhizobium bacteria infect the nodules of legumes and then there is an exchange economy of 10 grams of carbon in the form of carbohydrates captured through photosynthesis per 1 gram of nitrogen in the form of ammonia produced by the bacteria. Ammonifying bacteria in the soil also brake down organic mater releasing amonium from dead organisms. Nitrifying bacteria then covert ammonia to nitrites and nitrates and then the cycle obviously continues in full circle with denitrifying bacteria releasing N2 back to the atmosphere.

Some can, they produce nitrogen in their roots and are self-fertilizing. Among them are clover, peas and beans.

Some plants can. Its why people mix microclover into their lawns.
