In a car crash…. is the one that hits the other car on the loosing end?

Yea the person that gets hit is never at fault unless they broke the law that caused the accident, for example if someone runs a red light and gets hit by a car cause the ran the light, the one that ran the light is at fault but if they are driving properly then the one that hit the other was at fault

What about an unprotected left turn where the one turning left goes for it due to the car on the other side blocking the view and while turning another car hits the one turning left?

If the person is turning into a busy intersection then the person turning into the main road is at fault because the cars on the main road always have a right of way unless it's a red light, you can tell because the main roads don't have stop signs when the other roads do

Yes, unless they can prove that the other person did something illegal that made the crash impossible to avoid.

No. The person that causes the crash. It can even be what the insurance companies call a “phantom” car, if the license plate is missed. If witness statements match the phantom is fault. Which is what happened in a case I was involved in.

What happens to a phantom driver that’s not identified?

They get away (as in my case, the arse) but neither party who stayed was held accountable with a mark in their driving record.
