I'd dress as Bigfoot. That hairy outfit would keep me warm.
As a kid, it was often cold on Halloween. To give trick or treating, we put our jacket and leggings on for warmth, and then put our costume over that.
A friend of mine went as an eskimo one year. I thought it was a brilliant idea, as it was QUITE cold that day. As an adult, going to indoor parties, it wouldn't work so well.

I wouldn't even bother, Halloween is usually canceled when it's too cold. There's been a few Halloweens where I've seen no trick or treaters in the side walks at all.

there's a tradition here that's all but died out. You drape yourself in boar skin and jump out of a fire to chase children. I'm sure that would keep you warm.
I was a scarecrow a few years ago. So I got to wear my boots and flannel shirt and wear a burlap sack over my head and I stayed pretty warm.

At least here we have an option of indoor trick or treating in shopping centers. At least we did before COVID-19. I'm 31 with no kids, I have no interest in trick or treating regardless of temperature.
Just in my costume. Some years were colder and some were warmer. But the candy was worth it

You can fit warm clothes under those blowup costumes. It's cold where we live too, so I used to put flesh colored bodysuits on my kids under their costumes.
