Great question. It depends. I've learned to both speak my mind and keep my mouth shut. There's a time and place for everything and sometimes it's to be quiet. Not everyone needs my opinion nor will it change an outcome or make a difference -- I've learned when those times are. But there are also times when a group isn't considering something important. Or my family needs a different perspective. Or someone isn't seeing every side of an issue. Then it's worth jumping in.
And then there's GaG where everyone can and should dive in. :)

TIme and place. If it is the right time and place of course speaking my mind. However, if it is not then a little silence never killed anyone. Gives you more of an opportunity to gather information if needed, or observe if required. So that when the T&P is right you are able to speak with no reservations.
Granted there are also times where it could be right time right place, however circumstances dictate otherwise. That is situational though. So a pick your battle kind of thing. As sometimes being quite will do infinitely more than speaking your mind.
It depends on a lot of things.
If I deem an interaction worth my energy, I’ll always speak my mind, at least with WHAT I’m saying. But I try to be tactful with HOW I’m saying something. If I have something beneficial to say, I’ll say it. Otherwise, I’ll be listening.
If I don’t deem an interaction worth my energy (e. g. Somebody small-talking with me but the only reason why they’re small-talking is because it’s socially expected but they don’t actually have a genuine desire to connect and engage.) then I keep my words to a minimum and keep things surface-level.Mostly keep quiet but sometimes i do speak my mind if i feel like it
