Context matters. “Rang” works without the “has”. “Has rung” also works. However, to be clear, i would say, “The bell has been rung.”. So as to not infer autonomy of an inanimate object. But i’m part of a small and diminishing minority in the west.

I think both. Generally you would probably use rang but I think rung can be used in certain circumstances.
