Well, it's not that difficult to get to level 2. You only need 150 points as you see from the pic that Snowden posted. Try to answer as many questions as possible. The first opinion by each gender gets 2 points. You also get 6 points, if you answer a question that is the first question ever posed by a particular person, and 1 more if you're the first person ever to answer it.

Being the first to comment on someone’s question or mytake, commenting on a featured question or mytake, participating in a featured poll. Those are just a few ways to maximize your points. Oh and having people like your questions, comments etc.

I've never understood it myself but if you answer a good bit of questions and/or even ask some yourself, you should get there. You can do most things once you get to Level 3 like messaging to someone. However, someone 3 or above can message you if you're trying to reach out to someone. Just start liking questions and answering some - shouldn't take long at all.
