The correct definition is a person who defends and compliments a person no matter what they do in an attempt to please them especially even if what they do is against their views.
Example: Said woman say's something racist, he don't agree but she was hot so he wasn't going to challenge her no that would ruin his chance with her, in fact he will go further to encourage her in hopes she sleeps with him tonight.

The incorrect definition but used commonly is when a person is spending money to get provided services of the more sexual kind. Though this is obviously not a simp but a person just paying for a service.

Then there is it just been used as a meme, or used by people to insult someone.
