My dad is half Dutch and half Japanese, and my mom is American with British and Irish ancestry.
Okay, let me work this out piece by piece. Your dad is half Dutch and half Japanese. So that's one half right there. 50% White. Okay
Now, your mom is half Irish and half British. That's TWO halves, so that's 100% White.
Okay. So... YOU have 2 White halves in your and then one additional White halves. So that's three halves. Then one Japanese halve. Okay, now... so that makes for quarters.
Okay, so...1 White, 1 White, 1 White and 1 Japanese. So you're 3/4 White and 1/4 Japanese.
I would still consider you mixed.

You are predominantly white. You're 1/4 Japanese.
Yeah. Genetically speaking, you are much more white than anything else. With most people I've seen who are 3/4 white and 1/4 Asian, there isn't much if any noticeable Asian features.
