A Turkish person could always say “How good is your Turkish?” to another person who tells them their English is bad.

Merely making the comment or statement is not rude. How it is said can be rude but isn't necessarily.

BUT... there has to be a point to the comment. If you say, "Your English here isn't that good; please let me help you fix the mistakes" that's one thing. But if someone says, "Your English is bad and you should never write again" -- that's not only useless, but rude.

Context matters.

Not really. If it's bad, it's bad. I find it rude to lie or not address the issue. For example if I went to a Russian website, my Russian is going to be god awful. I'd expect them to tell me as such so we can find a new method of communication.

Yes. It’s rude to tell anyone their language is bad and especially someone who doesn’t have the language (in this case English) as their first language.
