What kind of insect is this?

Luckily, not in my home! My friend keeps seeing these, swears it's not a fly. Any ideas?

Looks like a Sawfly. They are related to wasps and bees. The Sawfly gets it's name from it's ovipositor that saws into plants to lay eggs inside.
