Where do companies find these call center workers?

Called xfinity to tell them my remote is pooched, so today I find out that they reserved me a new remote at a location that doesn't even exist. So call back and the same issues happens. They pretend to be stupid and all that. I'm like don't they just have replacements at the store? I take it the whole report of my issue was made up too?
