They're everywhere in the west tbf, ofc some places just also have really conservative minded people as well.
I would say the Netherlands and Scandinavia are up there for open kindness but they're also a bit odd in my opinion. I live in Portugal and really like it here, no one really cares what you're up to as long as you're not harming anyone and people are generally really friendly and relaxed

I'm not sure you can point a country in particular. But if I had to, I'd choose Scandinavian countries. Really smart, open minded population.

I personally find that people these days who talk about being "open-minded" are just people who hold nothing sacred.
