Another thing to add, this person never moves out of the city she was born and raised in, just switches apartments and jobs in the same city.

There could be a few different reasons why someone might be unstable with jobs and living situations:
- Anxiety or stress - Some people just don't cope well with pressure or routines. Big life changes like new jobs or places throw them off.
- Bored easily - If someone gets antsy after doing the same thing for too long, they might jump around a lot looking for excitement or variety.
- People pleasing - Maybe they have trouble saying no and end up in jobs or places that aren't really them, just to please someone else.
- Commitment issues - Could be they're not ready to fully commit to anything serious long-term and like keeping their options open.
- Financial trouble - Switching a lot might be out of necessity if they're struggling with bills or money management.
- Family issues - Something in their past with parents or home life makes long-term stability harder for them.
- Immaturity - When we're younger especially it's natural to be less grounded. Some take longer to settle down.
Who knows what's up with your cousin specifically, but any of those reasons could play a part. As long as they're safe and trying their best who cares, right? Stability's overrated sometimes too.

My rent for apartments go up $150 a year depending on how long the lease is. Maybe they haven't found the right match when it comes to jobs or their living area. Or their mental health makes them feel unbalanced where they feel like they need to move to feel better? You could never know without knowing the person
The reasons can be limitless
Well, just name a few reasons
They couldn't keep affording the place, they found a better place, they don't like that specific place
They hate their job, they hate the position of that job, they are being treated poorly, they found a better opportunity, they got fired, they are moving too far, etc.
