A question about my measuring weather in winter?

When I put thermometer outside the window from the building, it showed -28°C.

When I put the thermometer on a metal surface outiside, it showed -30°C.

When I measured with the thermometer in my hand outside, it showed -29°C.

Why were these 1°C changes?

And which one is the temperature?

A thermometer will also notice radiating heat.
But what it says in all your sample takings:
"Too freaking cold for leaving the house"
(plus/minus a little)

Of course you can. Just take in account a certain error range.
Unless you operate a nuclear plant or a spacecraft, your results will be accurate enough.

Digital temperature of taxi stop was showing -28°C at the time.

Official weather station of the place was showing colder than -30°C

Official Weather Station went between -32.8°C and -32°C at that moment.

Official Morning low showed -32.5°C which was until 6 am, and after 6 am, it went down to -32.8°C and went up to -32°C.
