Who would win, Popeye or The Hulk?

Both start "powered down". Bruce isn't angry, Popeye has no spinach.

The Hulk does not have the intellect of Banner, or any special Hulk types. Just your run-of-the-mill Hulk.

The Hulk follows Marvel physics. (Close to our own, unless you've studies physics, in which case it's MADNESS.)

Popeye follows cartoon physics. (i. g. being able to uppercut someone into a set of bricks which land into the shape of a house, being able to punch someone to the moon.)

Both follow the tropes of their series. (The military could be involved, Popeye always finds spinach when he's about to lose, etc.)

If Hulk isn't angry, then... I don't know how he could be the hulk.. LOL.. I give this one to Popeye though since he has reality bending cartoon physics able to do almost anything he wants, whereas Hulk only has super strength and it's without him getting angry, so that'll power him down pretty crazily..
