From what I've seen it's just slightly cheaper than the standard ridiculous pricing that is housing of any kind. There are some things with grants or fixed income or senior living that make things actually affordable, but those are rare.
Is it called as “ council”?
Council I think is a UK term so I'm not familiar with it as much as the US so that might actually be affordable housing over there.
Council housing is an outdated term in the UK. At one time the local authorities ran low priced housing estates, that still happens but now the private sector also runs estates. They tend to be a lot cheaper than going through an individual private landlord but the waiting list is years long, unless your old, disabled, or poor and pregnant you've zero chance of getting onr
The salary. If people have enough money to pay rent. This can go in both directions, reduce housing prices or increase the real salaries.
The cost to rent or buy compared with the median wage in the area.
