There no asking for money but If they canny video call or send a video then it's no them because a voice note can be fake and so can a picture need something more evidential

Yeah if go to video chat on instagram then you can tell if it’s really them or WhatsApp and Skype but sometimes they try to send a video pretending they can’t hear you so it’s usually fake and not them. I don’t know if you’ll ever get to actually video chat with a celebrity because so many people bother them to try
