It's just the 1970s exaggerated version of the classic newsboy hat. It was super popular back then, especially the leather patchwork and the black tubing between the patches (which you can see if you look closely at the multicolor one). Those and the sheepskin vests were all the rage back then. Some solid fashion statements back then...

The top one is some sort of "Bucket Hat". The bottom one is probably based on a "Newsboy Hat". It was probably just an over sized 1970s Kangol Newsboy or something along those lines.
