I think this is a saying that was created by seeing women's friends ruin opportunities for their female friends when either a man approaches or when women ask other women for advice and they are told the man isn't enough or they point out flaws, I think it was created by dudes, I would assume by men that tried to approach women and her friends decided to get involved, personally I've always keep my circles small and I was cautious on who enters those circles.
