I've known a couple people like that. When my brother was still alive, he would usually call at times that I was busy - often getting the kids ready for bed or involved in something else that required my attention. And, even though I mentioned multiple times that a certain time period was when I was usually busy getting the kids ready for bed, he never seemed to pay attention to that and would call then anyway.
My girlfriend's ex is like that also. They have kids together, so she has relatively frequent contact and he almost always calls at inconvenient times like when we just sat down to eat dinner or are in the middle of cooking it like when we're just arriving at a place we've driven to do something. It's happened so often that if her phone rings at an inconvenient time, we both just assume it's him - and usually (but not always) it is. The dinner part I think is because our normal dinner hour is a time that he has some free time so that can be explained. The other part I don't really understand, but he somehow almost always seems to have bad timing with his calls.
Yes, I have a good friend and also my cousin that ALWAYS call right around dinner time! I've actually mentioned it a couple times but they still do it.

Look, I can sit at the table beside my phone for three hours. And then I walked down the hall to put some clothes away in another room, and my phone rings. But they wouldn't know that, now, would they?
