I’ve done this when I walked in from very cold weather. Just not thinking of flipping it down.

I remember my brother (who is admittedly good with women) telling me to never approach a woman with my hoodie up unless it was obviously cold / snowy outside and we met face to face. That is never try to get her attention unless she initially saw your face first when you happen to be right in front of her.

Anyway you might give off the wrong signal to store staff and patrons if you are in a store with your hoodie up. Doesn’t matter if you are the friendliest, law abiding and well intentioned person in the world.

When people can’t see your face they might think you are concealing it for a reason (shoplifting or worse). It gives off the impression that you are “hiding” something. Especially if you are a man doing this. There is a reason why the old word “hoodlum” has a bad connotation.

Unless you have a really good reason to have your hoodie up indoors (which is rare) just pull it down when you walk in the store.

As here it's guilty until proven innocent, I get them watching closer but I do find it annoying if your popping in just to grab one thing.
And I'm sure soon it will be no big coats allowed in stores in addition to hoodies.

It's also funny because ya know if I was going to steal something I wouldn't come in looking like I'm about too so... there is some irony to that. I'd come in casual wearing something that looks like it has no hidden spots but it does.
