Hopefully the whole thing is fake.
That's fucked up and he should be charged with harassment. The police should confiscate his phone and charge him for every instance of this. The judge should give him at least a year. Further offensees should send this piece of shit to prison. .

  Prank call doesn't say if anyone was actually harassed. You can't tell by that term if the call was real or just acted out like an old radio show. If someone was actually contacted who had an actual loved one in a care facility then that's against the law and they can and should be prosecuted.
