The object in the photo is the latest employer surveillance gadget to ensure employees work a productive day.
The gadget is attached around the neck of the worker when they clock on in the morning, and the employer knows when the worker is slacking, because the bells go silent, and the manager in charge can then take immediate remedial action to restart production.
Workers have their own different sounding bells so employers can pinpoint the worker, or workers not pulling their weight in the work place.

It's a punishment tool. While being "serviced", the person wears it around their neck and is supposed to keep perfectly still, so the bells do not ring. If the bells ring, they are punushed.
