Genetically speaking, if the father has black hair, then the male child will, no matter what the mother's hair color is. This is because the black-hair gene is a paternal dominant gene, which means that if the father has the gene, so will the male child. If a girl has black hair, both of her parents had to have the gene, even if it doesn't express itself in one of the parents (if the mom's hair is blond, she may still have the gene, but it didn't express in her hair). Males need only one parent to have the gene.
Blue eyes, on the other hand, are a strange mutation dealing with eye pigment, the colored part of the eye. If you look at people with any color of eyes but blue, almost no two people have the same exact color and shade as each other. All blue eyes are the same shade of blue. This is because the color of the material UNDER the pigment is blue. If you were to remove the pigment from a non-blue-eyed person's eyes, they would be blue as well. People with blue eyes are actually missing the pigment that coincidentally comes in any color BUT blue.

Actually I have seen that trait in Lebanese people a lot but other then that it can be contacts you are seeing. My cousins have black hair and wear blue contacts and you could never tell unless they told you.
There's a thing called the black Irish which I've only heard being referred to outside of Ireland but its the combination of black hair, blue/green eyes and pale skin.

My boyfriend has blue eyes and Jet black hair.He is Irish and German.He calls himself "black irish".
A lot of it could just be blue eyes and dyed black hair. Not sure.
