It's immature. It's down-grading you. It means he's treating you like an object to rest his arm on. He's trying to remain emotionally unattached because it's about him and you're for show, or he's insecure about showing his real feelings.

A man in your company should have maturity and polish about him to place his arm around your waist or at your back as a sign of care and protection of a precious person. Men place one arm around a guy friend's neck, a pal, a kid, a buddy, not a woman he's dating.

When a man places his heavy arm on my neck, or on my shoulder, I correct him by placing it where I appreciate it. What do I look like dressed up nice with a man with his arm around my neck pulling me over or his elbow resting on my shoulder like I'm a counter top?

If you're young in your teens, go for it - but a mature man should lose the arm around the neck or elbow on the shoulder.
