I had a guy who would always do that to me. Listen up...You have to watch him with other girls and see if he touches them the same way. Guys love to touch Girls that the like in any way wheter its around the waist or just brushing shoulders with them. Take a step back out of your skin and ask does he do the same things to other girls that he knows as well as you.

Depends on how close the guy is to you and the situation. A close relative does it as a gesture of affection. A bit so close stranger or person just rally wants to have some kind of bodily contact with you and sees that as non threatening enough to possibly get away with. A good friend will fit comfort during tough times, but during happy times or from a possible love interest it means that he wants to be closer to you and is inching his way towards trying to get some positive signal that you're interested in him as well. Meet his pace and don't seem too anxious as young people tend to quickly lose interest in what they know they can have. Give subtle but telling hints of your interest in him as well and he'll probably open up once he feels you're both on the same page.
yeah, he probably is not sure that you like him, most guys are terrible reading those sings, so he is still trying to make moves that will help him get some kind of result, but it looks like he is just hopping and doesn't know how to make it happen
You can't really tell by that action alone. Most guys put their hand on their other friend's shoulder for comfort, or as a sign that they are really doing well as friends.

It's too subtle a sign. I would flirt a lot more overtly, and see if the hand on the shoulder becomes holding you at the waist, or intimate hugs. Only then will you know!
