He wasn't hitting him in the butt. He was taking a harden rope end with a huge knot and swinging it around violiently and then smashing it into James Bond's ball sack. It is vicious. The villain even says, "when I'm done with you, how will they even know that you're a man?" or something along those lines. This guy ain't tickling his butt with a rope, he's trying to destroy the man's manhood.
