fyi the first part of the question was never said it me I heard it in a song. and I didn't quite understand it.

a-that he's selfish and won't commit to you but expects you to be monogamous with him. if he really means this, dump his selfish ass.

i had a guy like that, he wouldn't be serious with me but he would say "you're all mine" and really it was just a ploy to reel me in and control me because he just wanted sex.
